The case for rich operating systems supporting a wide range of applications has been proven out among PCs, tablets and smartphones. But the jury is still out for other devices such as televisions. While Samsung pushes ahead on attracting apps to its Smart TVs using its own platform and LG, Sony and Vizio align with Google TV, there are still reasons to believe that the smart TV will fail to have tremendous impact as Switched On discussed last year. Blu-ray players, video game consoles and cheap boxes from Apple, Roku, Netgear and others allow consumers to expand their video options while integrated networking provides gateways to content from smartphones, tablets and PCs.

Israel fires at Syria after shooting aimed at its troops

Israel says its soldiers have fired artillery into Syria in response to gunfire aimed at its troops in the Israeli-controlled Golan Heights.

There were no reported injuries on the Israeli side from the shootings.

Reuters reports it is the third case this month of violence seen as a spillover of civil unrest in Syria that has also alarmed other neighbours such as Lebanon and Turkey.

The Israeli military has lodged a complaint with the United Nations on the incident.

The U.N. has a peace-keeper force in the area monitoring a ceasefire in place since the 1970s.

Israel captured the Golan area in a 1967 war and later annexed it in a move never recognised internationally.

Take Care, Now: Healthcare Navigation Tips from a Physical ...

My healthcare philosophy: ?The idea that some lives matter less is the root of all that is wrong with the world.? ? Dr. Paul Farmer

It?s nearly Thanksgiving, and I am counting my blessings.

Having decent health insurance is certainly one of them. Another sometimes-blessing is having insider know-how about the health industry.

I?m a physical therapist (and yoga teacher) with lots of patients. I work for a big hospital network that provides good benefits to employees. But I spent my 20?s as a struggling yoga teacher, often financially stressed and paying out of pocket for my own health care with less-than-stellar health insurance.

It occurred to me that in this time of economic uncertainty and challenge, I could share some healthcare navigation tips. These are particularly relevant if you are also blessed to have health insurance, and if you appreciate money-saving advice.

In a seven weeks, a new year begins, and so do many insurance plans. That deductible that annoyed you late last winter starts from zero all over again*, with perhaps a higher threshold than before. Your co-payments (per visit charges) may increase. Many of my patients have copays as high as $45, and it breaks my heart when someone who is in need tells me she can?t afford physical therapy.

Doctors of all sorts are frustrated. It?s possible your doc might opt our of accepting your type of insurance as the contract year ends. It?s possible that your health insurance will change reimbursement rules for seeing a provider that is out of network.

This is not theory or paranoia. The percent of health care costs that are paid by consumers has risen steadily for years.

Adding to the impetus to address your health issues now is your flexible spending account,should you have one. If you do, you?ve paid in advance for at least some of your direct healthcare costs.

It?s very tricky to guess what your out-of-pocket expenses will be for the year ahead: I know I have not spent all of my FSA yet (usually we have until mid-March to complete your spending). If you don?t spend it by the deadline, you lose it completely.

Please take a moment now to consider what healthcare needs you have. Maybe you have questions or concerns for health care professionals that have been brushed aside, to see if they go away. If your health insurance is looking less favorable to you in the new year, don?t forget that it often takes a month or more to get in to see a new doctor.** Call now. Set a reminder on your phone for the next workday. Or three. Research the best providers in your area now. Ask friends or on Facebook for suggestions.

If you have nagging back pain, muscle spasms, TMJ pain, poor balance from ankle sprains, consider setting up appointments with a trusted physical therapist ASAP. ?At my clinic, it can sometimes take two weeks to get an initial evaluation. For specialists, more. (We aim to spend a whole hour with you at your first visit). Physical therapy is typically a commitment: I tend to treat patients for four to six weeks at a time, usually twice a week. Some of the new patients I evaluate this week will continue to be in physical therapy into January, especially if they are out of town around the holidays. Call someone now. You may be surprised by how much physical therapy can help all sorts of conditions (including yoga injuries!).

I know it is a busy time of year. But this post is one about love. Love yourself, and please take care for yourself. It is the greatest gift you can give to those who love you.

If money is any obstacle between you and your health, if you have ever felt disgruntled by all the fees and extras you pay on top of your health insurance, be wise, be empowered about it and figure out what changes your health insurance will be making for the new year. If those changes are not in the favor of you as a customer, use what you have now. Let THAT be a fire under your butt to get the care you need and deserve NOW.

If your health insurance is robust and will be making no changes, if you feel fully healthy in no need of seeing a health care provider, count those among your many blessings this time of year.

P.S. This post is about practical advice that I would want to hear myself and is not self promotion (I am salaried, not paid by the patient or by how many patients want to see me whatsoever at all). Sunderland film buffs to enjoy Lord Puttnam talk-in | R&R Life

ONE of the most influential figures in British cinema is offering Sunderland film buffs an opportunity to take part in one of eight special lectures with a question-and-answer session.

Lord David Puttnam, former Chancellor at the University of Sunderland, and Oscar-winning film producer, is to participate in a new series of masterclasses covering a variety of topics relating to cinema.

Ranging from his own work to a history of the global film business, Lord Puttnam will give eight lectures over the coming months, each coming live from a studio in Ireland via a high-definition link. As part of this, audience members will have the chance to put questions directly to Lord Puttnam.

The first of these masterclasses, ?The Films of David Puttnam,? takes place on Friday, November 23, from 3pm to 4.30pm, with doors opening at 2.40pm. It is being held in the cinema of the David Puttnam Media Centre, on the Sir Tom Cowie Campus at St Peter?s.

This will be an illustrated lecture with clips from some of Lord Puttnam?s most distinguished work ? including Chariots of Fire, The Killing Fields and The Mission ?? and afterwards there will be a Q&A session with him.

?Movies and Money,? the second lecture in the series, takes place on Friday, December 7, from 11am to 12.30pm, with doors opening at 10.40am. The venue is also the cinema of the David Puttnam Media Centre. Details of the remaining six lectures will become available closer to the time.

Lord Puttnam, who was Chancellor of the University between 1997 and 2007, is an award-winning film producer with a career spanning several decades. Works such as Chariots of Fire won numerous awards, including the Oscar for best picture in 1981, and he is the only British filmmaker to ever have run a Hollywood studio, Columbia Pictures. As well as producing films, Lord Puttnam has also forged a successful career as a politician and advertising executive.

He has strong links with the North East region, being patron of SCHOOLS NorthEast, an organisation set up to promote education in the region, and was granted the Freedom of the City of Sunderland in 2007 in recognition of his service to both the city and the University.

Graeme Thompson, Dean of Arts, Design and Media at the University, said: ?David Puttnam is one of the most influential figures of the past half century. His work as a filmmaker, politician, academic and creative industries executive means he is uniquely placed to share with students his ideas and experiences. We are delighted that David has chosen to launch this masterclass series with Sunderland ? a university with which he has a lasting relationship as a result of his Chancellorship.

?David will deliver at least one of the eight lectures on campus. The others will be beamed in from his studio in the west of Ireland. The lectures will be live and fully inter-active. David will be able to see and hear the audience and take questions after each presentation. It is a brilliant opportunity for our students and innovative use of the latest technology.?

The lectures are available to both staff and students, and members of the public, and are free, but early booking is essential to secure a seat.

Mixing processes could increase impact of biofuel spills on aquatic environments

ScienceDaily (Nov. 16, 2012) ? Ethanol, a component of biofuel made from plants such as corn, is blended with gas in many parts of the country, but has significantly different fluid properties than pure gasoline. A group of researchers from the University of Michigan wondered how ethanol-based fuels would spread in the event of a large aquatic spill. They found that ethanol-based liquids mix actively with water, very different from how pure gasoline interacts with water and potentially more dangerous to aquatic life.

The scientists will present their results, which could impact the response guidelines for ethanol fuel-based spills, at the American Physical Society's (APS) Division of Fluid Dynamics (DFD) meeting, held Nov. 18 -- 20, in San Diego, Calif.

"Ethanol/gasoline blends are often presented as more environmentally benign than pure gasoline, but there is, in fact, little scientific research into the effects these blends could have on the health of surface waters," says Avery Demond, an associate professor and director of the Environmental and Water Resources Engineering program at the University of Michigan, and one of the researchers who is working on the project. Some reports written for the State of California include methods for calculating the spread of ethanol into water based on a passive diffusion/dispersion process, notes Demond, but the method was not based on strong scientific evidence of how the two fluids interact.

The Michigan researchers were motivated to fill some of the knowledge gaps. They experimented by filling a tank with water, covering the water with a plate, and pouring ethanol mixtures on top. The plate was then pulled away and the researchers recorded videos of the two fluids as they began to mix. The videos showed flow patterns called convection cells forming at the interface of the ethanol mixture and water. The mixing of the two fluids produced heat that changed the density and viscosity of the fluid, giving rise to circulation currents. In contrast, pure gasoline is essentially insoluble in water and primarily remains on the surface where it vaporizes into the air.

"The mixing behavior [of ethanol-based fuel mixtures and water], from my perspective, is very unusual," says Demond. "I've never seen anything quite like it and it certainly is not passive the way that modeling guidelines suggest." Aline Cotel, also an associate professor at the University of Michigan and another member of the research team, will present videos of the unusual mixing patterns at the conference.

As a next step, the researchers would like to study how different ethanol mixtures vaporize, helping them to determine how much of a spill would end up mixed into the water and how much would volatilize into the air. Although ethanol is biodegradable, in high concentrations it can be toxic to fish and other aquatic life. The ethanol in ethanol/gasoline blends might also transport some of the carcinogenic components of gasoline into the water during the mixing process.

"We can't make statements about the environmental impact of ethanol before we've more fully investigated its potential effects on surface water quality in the event of a spill," note the researchers.

Ultimately, they hope their work will help answer outstanding questions about how ethanol mixes with water, giving scientists and policy makers a firmer grasp of the potential risks of ethanol-based biofuels.

Indiana State University police officer leads rescue of student from burning car

TERRE HAUTE ? On a typical day, Indiana State University police officer Chris Heleine might deal with theft reports, well-being checks or property damage accidents.

But Wednesday was not a typical day.

Just 4 1?2 years on the ISU police force, Heleine?s quick response probably saved the life of an ISU student who was incapacitated inside a burning car.

Black smoke had filled the student?s car and flames were quickly spreading, yet Heleine pulled the student out of the vehicle just in time. Other officers told him that about 10 seconds after he pulled the student out, the car was almost fully engulfed.

The student, 30-year-old Mark McKinley, was taken to Union Hospital and then airlifted to Methodist Hospital in Indianapolis, where he initially was listed in critical condition. On Thursday afternoon, his condition was upgraded to fair.

Several people are telling Heleine that he?s a hero, but he brushes it aside. ?I was just the first person on the scene. Everybody else would have done the same,? the 28-year-old said in an interview Thursday.

The incident occurred about 1:47 p.m. in Parking Lot 21 at Fourth Street and Lafayette Avenue near the old Toney Oil property. McKinley apparently had a medical emergency, which caused his car to crash into another; his car then caught on fire.

At the time of the call, Heleine was driving a patrol car north on Fifth Street near Chestnut Street. Initially, the call came as a car fire, but soon he was advised someone was trapped in the car.

When Heleine arrived at the scene, ?I could see flames coming up from the hood of the car. There was a lot of smoke. Some of the flames were starting to go back to the front passenger and front driver side doors.?

As he got to the car, he noticed the wheels were still spinning. He couldn?t see anyone because of the smoke, but he knew someone was in there.

A surveillance video from an ISU security camera captures the drama and shows Heleine running up to the burning car, holding a fire extinguisher.

He went to the driver?s side door to try and open it, but ?I couldn?t get to it because there was too much flames on that side,? he said. He then went to the back, passenger side and opened the door ?and smoke just rolled out.?

As Heleine let the smoke out, ?I could see the guy was sitting in the driver?s seat slouched over the center console. I yelled at him multiple times, but he never responded to me. He was unconscious. I kept yelling three or four seconds, and finally I started hearing him moan.?

Everything happened in a matter of seconds.

Heleine took the fire extinguisher and sprayed some of the flames down, enough so that he could open up the front passenger side door.

?Once I opened it up, I saw he was wearing his seatbelt. I got in the car and unbuckled his seatbelt,? Heleine said. The front was engulfed and fire started to come up through the windshield and top part of the car, he said.

Heleine, who was on his knees on the passenger seat, grabbed McKinley?s arm and started pulling him out. Once McKinley was about half way out, a student community service officer assisted.

Other ISU police had also arrived and used fire extinguishers to help tame the flames as McKinley was pulled out of the car and taken a safe distance away.

McKinley?s car was almost fully engulfed about 10 seconds later, Heleine was told. Another car also caught fire, and others were damaged as well.

McKinley ?was a little more conscious, but he couldn?t speak,? Heleine said. McKinley?s clothing had started to char, but he had a pulse and was breathing.

The Terre Haute Fire Department also had arrived and quickly extinguished the fire, while emergency medical personnel transported McKinley to the hospital.

?Everything went pretty quick,? Heleine said.

Despite what had occurred, he continued working Wednesday and completed his incident report. He didn?t have any injuries.

?Everybody is saying, hey, you did a good job,? Heleine said. ?It makes me feel good, but that was one of the reasons I became a police officer ? to help people.?

? He hopes to eventually meet McKinley.

Bill Mercier, ISU police chief, said Heleine ?did a great job.? He also had just talked to McKinley?s family and learned McKinley?s condition had improved.

Mercier praised the Terre Haute Fire Department for its quick response in putting out the fire. ?It could have been a much more serious incident,? Mercier said.

Skype disables password reset page to deal with emailbased security hole

Skype has taken down its password reset page as it deals with a password reset exploit that can give suspicious types access to your account with only your email address. The issue was first spotted on Russian forums months earlier, but TNW has since been able to replicate the same, apparently easy to reproduce, vulnerability. Before Skype withdrew its password reset page, the only way to avoid the problem was to change your email address to something unknown by anyone. According to Skype's Heartbeat status blog, it's now investigating the issue further.

Japan LDP's Abe: want to work with Bank of Japan to reverse strong yen

TOKYO (Reuters) - The leader of Japan's main opposition party, leading in polls ahead of a general election next month, said he would do more to mend economic ties with China but would not yield in a territorial row with its giant neighbour.

Shinzo Abe, a former prime minister and head of the Liberal Democratic Party (LDP), also said the Democratic Party-led government is "irresponsible" for pledging to phase out nuclear power by the 2030s in the wake of the Fukushima disaster last year. That could lead some firms to relocate overseas, he said.

He also defended public works spending, which was a hallmark of his party's policies in more than half a century of nearly non-stop rule.

"We need to have economic policies that are stronger than what the current government is offering," Abe said in remarks to executives and media. "We need strong policies to end deflation, strong diplomacy and a strong defence to rebuild Japan."

Japanese Prime Minister Yoshihiko Noda is set to dissolve parliament's lower house on Friday, setting up a snap election for Dec 16.

Abe reiterated that he would call on Japan's central bank to ease monetary policy aggressively to end nagging deflation and weaken the yen, a prospect that has weighed on the currency in foreign exchange markets.

The yen fell on Thursday to a six-month low against the dollar. On Wednesday, Abe said the Bank of Japan should print "unlimited yen" to revive inflation and he followed that up on Thursday by calling on the central bank to set interest rates at zero, or below zero, to boost lending.

Strength in the yen has been a problem for small- and medium-sized enterprises, because it reduces their competitiveness and weighs on economic growth, Abe said.

The LDP leader said he would not yield in a territorial dispute with China over a group of islands known as Senkaku in Japan and Daioyu in China.

He said he would increase the Japanese Coast Guard budget to ensure that China does not create a situation where it can say that it effectively controls the islands.

However, Abe also touted his past efforts to improve economic ties with China when he served as premier in 2006-2007 and said he would do more to mend economic ties in the future.

"When I was prime minister, I visited China and helped foster a strategic relationship based on our close economic ties," Abe said.

"This economic relationship is essential to both countries and shouldn't be damaged."

The territorial dispute prompted a boycott of some Japanese products in China, leading to a loss of exports.

U.S. study sees 59,000 MW of coal output too costly to run

HOUSTON (Reuters) - A new report on the economic viability of U.S. coal-fired power plants shows as much as 59,000 megawatts may be ripe to retire in the next few years, the Union of Concerned Scientists said on Tuesday.

That's in addition to an estimated 40,000 MW of coal generation scheduled to shut or be converted to another fuel in the next few years, said UCS, a science-based nonprofit organization based in Washington DC.

The combined closure of 99,000 MW of coal capacity would represent nearly one third of U.S. coal generation output.

Plentiful and affordable natural gas will make it harder for power companies to justify the investment needed to keep smaller, older coal plants in compliance with stricter federal environmental standards which are being finalized.

Retirement of these aging coal plants "would create an opportunity to accelerate our nation's transition to a cleaner energy future," the UCS report said. It would shift investment from coal toward renewable energy resources - such as wind and solar - energy-saving technology, a modernized grid and more reliance on natural gas-fired power plants, the report added.

"Regulators should require utility companies to carefully consider whether ratepayers would be better off by retiring old coal plants and boosting electricity generation from natural gas and renewable energy sources like wind," said Steve Frenkel, co-author of the report. "Spending billions to upgrade old coal plants may simply be throwing good money after bad."

UCS issued its report during a national conference of state utility regulators being held in Baltimore.

Looking at age, size, efficiency and emission controls on the country's coal fleet, UCS evaluated the competitiveness of remaining coal plants after adding the cost of needed pollution controls compared to operating costs of typical gas-fired plants.

The study considered the operating cost of coal plants after controlling four major air pollutants - sulfur dioxide, nitrogen oxides, particulate matter and mercury.

Using comparisons to existing and new gas plants and several future gas price scenarios, UCS said between 153 coal units, totaling 16,400 MW, and 353 coal units in 31 states, totaling 59,000 MW, would no longer be economical and therefore, candidates to be shut.

UCS' "ripe for retirement" estimates range from a low of 1.7 percent of U.S. annual output to a high of 6.3 percent.

"Our analysis shows that many of these ripe-for-retirement units may already be uneconomic even before considering the cost of pollution controls," UCS said, estimating that even without new pollution controls, "23,400 MW are already more expensive to operate than existing natural gas plants."

The U.S. has 316,000 MW of coal-fired generation, accounting for 30 percent of the nation's total generation fleet, but coal-plant output has been declining for several years as new pollution standards were formulated and gas prices plunged to the lowest level in a decade with expanded production from new fields.

Coal-fired generators were expected to produce about 37 percent of the nation's power supply in 2012, down from 42 percent last year, according to federal data. In 2013, the Energy Information Administration (EIA) expects coal to produce 40 percent of the nation's electricity.

Coal produced more than half of the nation's power as recently as 2003.

Meanwhile, natural gas' share of total generation is projected to reach 31 percent this year from 25 percent in 2011, then slip back to 27 percent in 2013 as gas costs rise, EIA said.

Not surprisingly, the U.S. Southeast, Midwest and Mid-Atlantic regions, areas most dependent on coal plants for electricity, will see the most retirements.

Georgia, Alabama, Tennessee, Florida and Michigan may see the most coal-plant retirements, the study said.

Wisconsin, Indiana and Ohio also have uneconomic coal generation, UCS said.

Atlanta-based Southern Co, owns the most coal-fired generating capacity ready for retirement, the UCS study found, followed by government-owned Tennessee Valley Authority, Duke Energy, American Electric Power Co Inc and FirstEnergy Corp.

Frustrated residents protest outside New York utility

NEW YORK (AP) -- Even as the lights came for many who lost power in New York and New Jersey during the superstorm and a later nor'easter, hundreds of residents protested Saturday outside a Long Island utility, frustrated by its slow response to outages.

Power restoration has been slower there than in other areas hit by Superstorm Sandy, sparking criticism of the Long Island Power Authority. Some of the 130,000 blacked out homes and businesses the utility serves may not have power restored until the end of Tuesday, LIPA said.

In the rest of the region hardest hit by the storm, most service was expected to be restored by the end of the weekend, though that doesn't include tens of thousands of homes too damaged to juice up.

"We are sitting in a cold house. No one comes by," said John Mangin of Levittown, N.Y. "There should be criminal charges against the CEO and the executive board of LIPA for failure to do their jobs."

He was among about 300 people staging a rally in front of LIPA's office in Hicksville, N.Y. Not all were without power, but some who have power said they were there to protest LIPA's lack of communication.

LIPA chief operating officer Michael Hervey said they were aware customers haven't gotten the information they've needed from the utility, partly because of an outdated information technology system they're in the process of updating.

"I certainly feel the frustration of customers whose power remains out. Our hearts go out to them," Hervey said.

But he said workers are repairing unprecedented storm damage as fast as they can. About 6,400 linemen and 3,700 tree trimmers are at work, compared with 200 linemen on a normal day.

In Suffolk County, where about 28,000 remain without power, County Executive Steven Bellone announced he was cutting ties with LIPA and would deal directly with substation coordinators.

Hervey said he would not comment on that directly, but added that an ad hoc takeover of the system would lead to anarchy.

"The utility is the best suited to restore power and manage that," he said. "We can't have people step in and take over."

New York Gov. Andrew Cuomo has called for investigation of the region's utilities, criticizing them as unprepared and badly managed. On Friday, two congressmen from Long Island called for the federal government to help LIPA restore electricity.

"It's a totally disorganized effort, and LIPA unfortunately seems to have lost control of the situation and that's why you see so many people becoming so angry," Rep. Peter King said Saturday.

In New York City and neighboring suburban Westchester County, utility Con Edison said it has restored electricity to 98 percent of homes and businesses. About 20,000 of the utility's customers remained powerless, down from a peak of more than 1 million.

In New Jersey, less than 85,000 customers were without power Saturday, most along the coast, utilities said. That was down from 2.7 million at the height of the storm. Most were expected to have power by the end of the weekend.
