Afghanistan car bomb injures British troops, underscores transition hurdles (+video)

On the heels of Secretary of State Kerry's surprise visit to Afghanistan, two separate attacks injured at least 15 Afghans. The Taliban claimed responsibility for one.

As Secretary of State John Kerry met with President Hamid Karzai and oversaw the symbolic handoff of a major military prison on a surprise visit to Afghanistan this week, a suicide bombing killed five police officers in the eastern city of Jalalabad Tuesday.

The Taliban quickly?claimed responsibility for today?s attack, which also injured at least five Afghans at the police headquarters in the provincial capital, according to the Associated Press. ?In a separate incident today a car bomb blast injured at least 10 British troops?on a patrol base in Helmand Province, according to the Guardian.?

The timing of the violence highlights the major security challenges that remain as the United States attempts to wind down a decade of intensive military presence in the country and hand control to the Afghans.

The attacks came just hours after Secretary Kerry and President Karzai held a rosy news conference in Kabul on the state of US-Afghan relations, which have undergone particular strain in recent weeks after?Karzai accused the US?of working with the Taliban to deliberately keep the country weak.

But during his trip, Kerry?was glowing in his appraisal of Karzai, declaring that he and the president were ?on the same page? when it came to Afghan security and reconciliation.

"I am confident the president [Karzai] does not believe the US has any interest except to see the Taliban come to the table to make peace and that we are completely cooperative with the government of Afghanistan with respect to the protection of their efforts and their people," Kerry told reporters.

Monday?s meeting was a pivot from the prickly interaction between Karzai and Defense Secretary Chuck Hagel on Mr. Hagel?s own trip to the country earlier this month. During that visit, Hagel and Karzai abruptly called off a joint press conference after tense closed-door negotiations failed to yield progress on key diplomatic questions, including the transfer of a key US-controlled prison to Afghan hands.

The American military formally ceded control of all but a ?small number? of prisoners in that facility, known as Bagram Prison, to the Afghans during Kerry?s visit Monday.

This marks the formal completion of a transfer of 4,000 Bagram prisoners that began a year ago, but hit several snags over perceived security threats. The US military, however, will continue to hold in its custody around 50 high-level foreign prisoners considered ?enduring security threats,? along with hundreds of Afghans arrested since the initial transfer deal was authorized last March,?reports Russia Today.

Despite its limitations, however, the transfer has potent symbolic value for Afghanistan,?writes The New York Times.

Bagram Prison was the most flagrant symbol of Mr. Karzai?s lack of control. Americans detained several thousand Afghans there, and Mr. Karzai had no power to release them. His effort to wrest the prison from the Americans began in earnest more than year ago, and?nearly succeeded?at least twice, most recently two weeks ago, a day before Mr. Hagel?s first visit.

Each time, American military commanders backed out because of worries that the Afghans might release Taliban prisoners, who would return to the battlefield and endanger American soldiers. This time, despite those concerns, the transfer went forward.

?It?s about a shift that?s going on in how the U.S. is looking at what?s important,? said one American official knowledgeable about detention issues. ?We have to look at the larger picture: What?s the U.S. strategic interest here???

Kerry rounded out his visit Tuesday by?meeting with democracy activists and female entrepreneurs?at the American Embassy in Kabul. There, he traded headers with the captain of the Afghan women?s national soccer team and lauded civic leaders preparing for the 2014 elections, according to the Associated Press.?

"You're engaged in a remarkable effort and the whole world is watching," Kerry said.?

Bombs kill 17 in five Iraqi Shi'ite mosques

BAGHDAD (Reuters) - Car bombs hit four Shi'ite mosques in the Iraqi capital Baghdad and another in Kirkuk just after prayers on Friday, tearing into crowds of worshippers and killing 17, police and witnesses said.

Sunni Islamists linked to al Qaeda's Iraqi wing have stepped up attacks this year and often target Shi'ite sites in a growing sectarian confrontation a decade after the U.S.-led invasion.

Police said blasts hit Shi'ite mosques in southeastern and northern Baghdad and another in Kirkuk, the ethnically mixed city of Arabs, Kurds and Turkman 170 km (100 miles) north of the capital.

"We were listening to the cleric's speech when we heard a very strong explosion. Glass scattered everywhere and the roof partially collapsed," said Mohammed, a victim wounded in the Kirkuk blast, his shirt still covered in blood.

Attacks in Iraq are still below the worst Sunni-Shi'ite slaughter that erupted at the height of the war when insurgents bombed the Shi'ite al-Askari shrine in Samarra in 2006, provoking a wave of retaliation by militias.

But security officials say al Qaeda's wing, Islamic State of Iraq, is regrouping in the desert of western Iraq, invigorated by the war and flow of Islamist fighters battling against President Bashar al-Assad in neighboring Syria.

Source: Business, labor get deal on worker program

WASHINGTON (AP) -- Big business and labor have struck a deal on a new low-skilled worker program, removing the biggest hurdle to completion of sweeping immigration legislation allowing 11 million illegal immigrants eventual U.S. citizenship, a person with knowledge of the talks said Saturday.

The agreement was reached in a phone call late Friday night with AFL-CIO President Richard Trumka, U.S. Chamber of Commerce head Tom Donohue, and Democratic Sen. Chuck Schumer of New York, who's been mediating the dispute.

The person, who spoke on condition of anonymity ahead of a formal announcement, said the deal resolves disagreements over wages for the new workers and which industries would be included. Those disputes had led talks to break down a week ago, throwing into doubt whether Schumer and seven other senators crafting a comprehensive bipartisan immigration bill would be able to complete their work as planned.

The deal must still be signed off on by the other senators working with Schumer, including Republicans John McCain of Arizona and Marco Rubio of Florida, but that's expected to happen. With the agreement in place, the senators are expected to unveil their legislation the week of April 8. Their measure would secure the border, crack down on employers, improve legal immigration and create a 13-year pathway to citizenship for the millions of illegal immigrants already here.

It's a major second-term priority of President Barack Obama's and would usher in the most dramatic changes to the nation's faltering immigration system in more than two decades.

The AFL-CIO and the Chamber of Commerce, longtime antagonists over temporary worker programs, had been fighting over wages for tens of thousands of low-skilled workers who would be brought in under the new program to fill jobs in construction, hotels and resorts, nursing homes and restaurants, and other industries.

Under the agreement, a new "W'' visa program would go into effect beginning April 1, 2015, according to another official involved with the talks who also spoke on condition of anonymity ahead of a formal announcement.

In year one of the program, 20,000 workers would be allowed in; in year two, 35,000; in year three, 55,000; and in year four, 75,000. Ultimately the program would be capped at 200,000 workers a year, but the number of visas would fluctuate, depending on unemployment rates, job openings, employer demand and data collected by a new federal bureau pushed by the labor movement as an objective monitor of the market.

A "safety valve" would allow employers to exceed the cap if they can show need and pay premium wages, but any additional workers brought in would be subtracted from the following year's cap, the official said.

The workers could move from employer to employer and would be able to petition for permanent residency and ultimately seek U.S. citizenship. Neither is possible for temporary workers now.

The new program would fill needs employers say they have that are not currently met by U.S. immigration programs. Most industries don't have a good way to hire a steady supply of foreign workers because there's one temporary visa program for low-wage nonagricultural workers but it's capped at 66,000 visas per year and is only supposed to be used for seasonal or temporary jobs.

Business has sought temporary worker programs in a quest for a cheaper workforce, but labor has opposed the programs because of concerns over working conditions and the effect on jobs and wages for U.S. workers. The issue helped sink the last major attempt at immigration overhaul in 2007, which the AFL-CIO opposed partly because of temporary worker provisions, and the flare-up earlier this month sparked concerns that the same thing would happen this time around. Agreement between the two traditional foes is one of many indications that immigration reform has its best chance in decades in Congress this year.

After apparent miscommunications earlier this month between the AFL-CIO and the Chamber of Commerce on the wage issue, the deal resolves it in a way both sides are comfortable with, officials said.

Workers would earn actual wages paid to American workers or the prevailing wages for the industry they're working in, whichever is higher. The Labor Department would determine prevailing wage based on customary rates in specific localities, so that it would vary from city to city.

There also had been disagreement on how to handle the construction industry, which unions argue is different from other industries in the new program because it can be more seasonal in nature and includes a number of higher-skilled trades. The official said the resolution will cap at 15,000 a year the number of visas that can be sought by the construction industry.

Schumer called White House chief of staff Denis McDonough on Saturday to inform him of the deal, the person with knowledge of the talks said. The three principals in the talks ? Trumka, Donohue and Schumer ? agreed they should meet for dinner soon to celebrate, the person said.

Separately, the new immigration bill also is expected to offer many more visas for high-tech workers, new visas for agriculture workers, and provisions allowing some agriculture workers already in the U.S. a speedier path to citizenship than that provided to other illegal immigrants, in an effort to create a stable agricultural workforce.

South Africa says Mandela makes progress, in good spirits

SOWETO, South Africa (Reuters) - South African former President Nelson Mandela is in good spirits and making progress, doctors said on Friday, after the 94-year-old anti-apartheid hero was taken to hospital for the third time in four months for a lung infection.

The medical report was a relief to South Africans who had been anxiously praying and waiting for an update on the health of the Nobel Peace Prize laureate, hospitalized before midnight on Wednesday. Global leaders sent their best wishes.

President Jacob Zuma's government had already reported Mandela was responding well to treatment, and Zuma had sought to reassure the nation, recalling that the revered statesman's advanced age meant he required frequent medical checks.

"President Nelson Mandela is in good spirits and enjoyed a full breakfast this morning," Zuma's office said in a statement.

"The doctors report that he is making steady progress. He remains under treatment and observation in hospital," it added.

Mandela became South Africa's first black president after winning the country's first all-race election in 1994.

A former lawyer, he is revered at home and abroad for leading the struggle against white minority rule - including spending 27 years in prison on Robben Island - and then promoting the cause of racial reconciliation.

In churches across South Africa, many included Mandela in their prayers on Good Friday, one of the most important days in the Christian calendar.

At the Regina Mundi Catholic Church in the Soweto township outside Johannesburg where Mandela once lived, churchgoers lit candles for him. "He's an icon today and we are free because of him," parishioner Oupa Radebe said.

"I hope this time God will have mercy on him to give him the strength and courage to continue to be an icon for our country," Father Benedict Mahlangu said at the service.

U.S. President Barak Obama sent Mandela his best wishes.

"When you think of a single individual that embodies the kind of leadership qualities that I think we all aspire to, the first name that comes up is Nelson Mandela. And so we wish him all the very best," he said.

"LIKE A FATHER"

Mandela's fragile health has been a concern for years as he has withdrawn from the public eye and mostly stayed at his affluent homes in Johannesburg and in Qunu, the rural village in the destitute Eastern Cape province near where he was born.

President Zuma has urged the nation to remain calm.

"Of course I have been saying to people, you should bear in mind Madiba is no longer that young and if he goes for check-ups every now and again, I don't think people must be alarmed about it," Zuma told the BBC on Thursday.

"In Zulu, when someone passes away who is very old, people say he or she has 'gone home'. I think those are some of the things we should be thinking about."

Madiba is the clan name by which many South Africans refer to Mandela, whose face adorns the country's new bank notes.

Despite his absence from the political scene for the past decade, he remains an enduring and beloved symbol of the struggle against racism.

"He's like a father to me ... There is no more apartheid, black and white can go to the same places," said Princess Nopuhle, a student, aged 18, in Johannesburg's Mandela Square.

As he has receded from public life, critics say his ruling African National Congress (ANC) has lost the moral compass he bequeathed it when he stepped down as president in 1999.

Under such leaders as Mandela, Walter Sisulu and Oliver Tambo, the ANC gained wide international respect when it battled white rule.

LEADER OF "GOLDEN PERIOD"

Once the yoke of apartheid was thrown off in 1994, it began governing South Africa in a blaze of goodwill from world leaders who viewed it as a beacon for a troubled continent and world.

Almost two decades later, this image has dimmed as ANC leaders have been accused of indulging in the spoils of office, squandering mineral resources and engaging in power struggles.

Mandela has been criticized for not doing enough to prevent an HIV/AIDS epidemic and for making political compromises in the transition from apartheid that led to the black majority being still largely excluded from the benefits of the country's mineral wealth.

But his achievement in leading South Africa out of apartheid and averting all-out racial war is seen as eclipsing this.

"Amongst most South Africans, he is associated with a so-called ?golden period' of the end of apartheid and the beginning of the new democratic state. He represents all of the best of that, including the reconciliation," said Nic Borain, an independent political analyst.

Mandela was in hospital briefly earlier this month for a check-up and spent nearly three weeks in hospital in December with a lung infection and after surgery to remove gallstones.

That was his longest stay in hospital since his release from prison in 1990 after serving almost three decades for conspiring to overthrow the apartheid government.

Mandela has a history of lung problems dating back to when he contracted tuberculosis as a political prisoner.

Many South Africans said they felt the country's problems had worsened since Mandela withdrew from active politics.

"There was more peace and freedom when he was running it. Now the splits have come back again," said Natascha Roberts, taking pictures of her family in front of a towering statue of Mandela at the Sandton City mall in suburban Johannesburg.

"If he can go on for another few years, it would be great."

Razer begins shipping Edge units to those who preordered this month

Back when the Razer Edge pre-orders kicked off, on March 1st, the company wasn't quite clear as to when exactly the device would commence shipping to early adopters, only going as far as saying it would be later that very month. Well, the good news is today Razer took to its own Facebook page to announce that its new-era gaming PC is now on its way to folks who put in a pre-order "from the March batch." Meanwhile, Razer's hoping other gamers will also shell out the hefty amount of $999-plus for its novel piece of hardware, urging potential buyers on the social network to snag a unit (or two) before they go out of stock -- just don't expect to get a keyboard dock with your order, as the previously reported Q3 availability for this add-on remains intact. Above all, however, it's a great thing to see that what was once just a project, is now getting ready to arrive at consumers' doorsteps.

California Family Style- Amanda Pays & Corbin Bernsen - Northern ...

About a zillion years ago I ?tore out a spread of the home of Amanda Pays and Corbin Bernsen from House and Garden. It was one of my very favorite homes ever with it's simple elegance. It was their first home and their children were babies. So it was fun to see their latest collaboration published this month along with their beautiful family all grown up.

C Magazine and Country Living both has spreads on their lovely family and the California home they have crafted together. I love that Corbin, (formerly on L.A. Law and now stars on USA networks, "Psych,") was a carpenter before becoming an actor and still loves doing all their home renovations along with his wife. Amanda (remember her from Max Headroom?) owned Ireland-Pays design shop with designer Kathryn Ireland. Amanda left acting to concentrate on her family and has been doing interiors along with raising their four boys.?


?The House and Garden article and their original home which I believe they sold to Steve Martin. The mix of rustic beams, white walls and English chintz made it uniquely Californian and so fresh for the time. Aren't they adorable here?

The kitchen beams were amazing. I love this whole space. Yellow tile backsplash made this room so sunny. This was a gorgeous home and I can't imagine selling it, but redoing homes is their hobby.

Now their new home in Valley Village, which is an area in North Hollywood... You can see some similarities remain. This is a much more modest home and more green. A trend we are all moving towards..

This home is a mix of family treasures, travel finds and salvaged items given new life. Amanda recovered this flea market sofa in Ikea linen fabric and it looks amazing. Flea?markets and garage sales are where they like to hunt for home things. (C Magazine)

Two of the brothers share a loft for painting and sleeping. Corbin built this loft in a barn space for them. Their close family has all four of the boys ages 14, 24, and 21 year old twins still at home.

According to C Magazine, Amanda's version of green living is recycling and restoring as much as possible..For a Hollywood family it's admirable in a world of Kardashians and the like.?It's a goal that's attainable for us all. This family is more successful than ever, has bigger size kids and actually downsized! Why spend more when you could spend less, live stylishly and reuse what is already out there? This family is my new inspiration. Live simply and live better!

A new way to lose weight? Changing microbes in guts of mice resulted in rapid weight loss

Mar. 27, 2013 ? Scientists at Harvard may have new hope for anyone who's tried to fight the battle of the bulge.

New research, conducted in collaboration with researchers at Massachusetts General Hospital, has found that the gut microbes of mice undergo drastic changes following gastric bypass surgery. Transfer of these microbes into sterile mice resulted in rapid weight loss. The study is described in a March 27 paper in Science Translational Medicine.

"Simply by colonizing mice with the altered microbial community, the mice were able to maintain a lower body fat, and lose weight -- about 20% as much as they would if they underwent surgery," said Peter Turnbaugh, a Bauer Fellow at Harvard's Faculty of Arts and Sciences (FAS) Center for Systems Biology, and one of two senior authors of the paper.

But as striking as those results were, they weren't as dramatic as they might have been.

"In some ways we were biasing the results against weight loss," Turnbaugh said, explaining that the mice used in the study hadn't been given a high-fat, high-sugar diet to increase their weight beforehand. "The question is whether we might have seen a stronger effect if they were on a different diet."

"Our study suggests that the specific effects of gastric bypass on the microbiota contribute to its ability to cause weight loss and that finding ways to manipulate microbial populations to mimic those effects could become a valuable new tool to address obesity," said Lee Kaplan, director of the Obesity, Metabolism and Nutrition Institute at MGH and the other senior author of the paper.

"We need to learn a good deal more about the mechanisms by which a microbial population changed by gastric bypass exert its effects, and then we need to learn if we can produce these effects -- either the microbial changes or the associated metabolic changes -- without surgery," Kaplan, an associate professor of Medicine at Harvard Medical School, added. "The ability to achieve even some of these effects without surgery would give us an entirely new way to treat the critical problem of obesity, one that could help patients unable or unwilling to have surgery."

While the results were exciting, Turnbaugh warned that it may be years before they could be replicated in humans, and that such microbial changes shouldn't be viewed as a way to lose those stubborn last 10 pounds without going to the gym. Rather, the technique may one day offer hope to dangerously obese people who want to lose weight without going through the trauma of surgery.

"It may not be that we will have a magic pill that will work for everyone who's slightly overweight," he said. "But if we can, at a minimum, provide some alternative to gastric bypass surgery that produces similar effects, it would be a major advance."

While there had been hints that the microbes in the gut might change after bypass surgery, the speed and extent of the change came as a surprise to the research team.

In earlier experiments, researchers had shown that the guts of both lean and obese mice are populated by varying amounts of two types of bacteria, Firmicutes and Bacteroidetes. When mice undergo gastric bypass surgery, however, it "resets the whole picture," Turnbaugh said.

"The post-bypass community was dominated by Proteobacteria and Proteobacteria, and had relatively low levels of Firmicutes," he said. What's more, Turnbaugh said, those changes occurred within a week of the surgery, and weren't short-lived -- the altered gut microbial community remained stable for months afterward.

While the results may hold out the hope for weight loss without surgery, both Turnbaugh and Kaplan warned that future studies are needed to understand exactly what is behind the weight loss seen in mice.

"A major gap in our knowledge is the underlying mechanism linking microbes to weight loss," Turnbaugh said. "There were certain microbes that we found at higher abundance after surgery, so we think those are good targets for beginning to understand what's taking place."

In fact, Turnbaugh said, the answer may not be the specific types of microbes, but a by-product they excrete.

In addition to changes in the microbes found in the gut, researchers found changes in the concentration of certain short-chain fatty acids. Other studies, Turnbaugh said, have suggested that those molecules may be critical in signaling to the host to speed up metabolism, or not to store excess calories as fat.

Going forward, Turnbaugh and Kaplan hope to continue to explore those questions.

"We think such studies will allow us to understand how host/microbial interactions in general can influence the outcome of a given diet," Kaplan said. "To some degree, what we're learning is a comfort for people who have an issue with their weight, because more and more we're learning that the story is more complicated than just how much you exercise and how much you eat."

WASHINGTON (AP) ? Defense officials say the Pentagon will sharply cut the number of unpaid furlough days civilians will have to take in the next several months from 22 to 14, reducing the financial impact of the budget cuts on as many as 700,000 workers.

Officials say Defense Secretary Chuck Hagel made the decision Wednesday. Military and defense leaders continue to work through the details, trying to decide how to allocate the more than $10 billion Congress shifted to operations accounts. Officials spoke on condition of anonymity because they were not authorized to discuss the matter publicly.

Initially, civilians would have had to take one day off each week for 22 weeks.

Imaging methodology reveals nano details not seen before: Understanding nanoparticles at atomic scale in 3-D could improve materials

Mar. 27, 2013 ? A team of scientists from the University of California, Los Angeles (UCLA) and Northwestern University has produced 3-D images and videos of a tiny platinum nanoparticle at atomic resolution that reveal new details of defects in nanomaterials that have not been seen before.

Prior to this work, scientists only had flat, two-dimensional images with which to view the arrangement of atoms. The new imaging methodology developed at UCLA and Northwestern will enable researchers to learn more about a material and its properties by viewing atoms from different angles and seeing how they are arranged in three dimensions.

The study will be published March 27 by the journal Nature.

The authors describe being able to see how the atoms of a platinum nanoparticle -- only 10 namometers in diameter -- are arranged in three dimensions. They also identify how the atoms are arranged around defects in the platinum nanoparticle.

Similar to how CT scans of the brain and body are done in a hospital, the scientists took images of a platinum nanoparticle from many different directions and then pieced the images together using a new method that improved the quality of the images.

This novel method is a combination of three techniques: scanning transmission electron microscopy, equally sloped tomography (EST) and three-dimensional Fourier filtering. Compared to conventional CT, the combined method produces much higher quality 3-D images and allows the direct visualization of atoms inside the platinum nanoparticle in three dimensions.

"Visualizing the arrangement of atoms in materials has played an important role in the evolution of modern science and technology," said Jianwei (John) Miao, who led the work. He is a professor of physics and astronomy at UCLA and a researcher with the California NanoSystems Institute at UCLA.

"Our method allows the 3-D imaging of the local structures in materials at atomic resolution, and it is expected to find application in materials sciences, nanoscience, solid state physics and chemistry," he said.

"It turns out that there are details we can only see when we can look at materials in three dimensions," said co-author Laurence D. Marks, a professor of materials science and engineering at Northwestern's McCormick School of Engineering and Applied Science.

"We have had suspicions for a long time that there was more going on than we could see from the flat images we had," Marks said. "This work is the first demonstration that this is true at the atomic scale."

Nanotechnology expert Pulickel M. Ajayan, the Benjamin M. and Mary Greenwood Anderson Professor of Engineering at Rice University complimented the research.

"This is the first instance where the three-dimensional structure of dislocations in nanoparticles has been directly revealed at atomic resolution," Ajayan said. "The elegant work demonstrates the power of electron tomography and leads to possibilities of directly correlating the structure of nanoparticles to properties, all in full 3-D view."

Defects can influence many properties of materials, and a technique for visualizing these structures at atomic resolution could lead to new insights beneficial to researchers in a wide range of fields.

"Much of what we know about how materials work, whether it is a catalyst in an automobile exhaust system or the display on a smartphone, has come from electron microscope images of how the atoms are arranged," Marks said. "This new imaging method will open up the atomic world of nanoparticles."

New world breeds, such as the Texas longhorn, derived from two separate lineages originating in Europe and India, new research suggests.

The first cows brought to the Americas by explorer Christopher Columbus originated from two extinct wild beasts from India and Europe, a new genetic analysis shows.

Because the breeds analyzed, including the longhorn, have been closely connected to humans, the results could shed light on human migration over the past 10,000 years, said study co-author Emily Jane McTavish, an evolutionary biology doctoral candidate at the University of Texas at Austin, whose mascot is the longhorn cow.

The findings were published Monday?in the journal Proceedings of the National Academy of Sciences.

Wild beasts
About 10,000 years ago, ancient people domesticated cows?from wild aurochs (bovines that are 1.5 to two times as big as domestic cattle) in two separate events, one in the Indian subcontinent and one in Europe.

Paleolithic people probably captured young aurochs and selected for the most docile of the creatures. The "fierce and scary" creatures gradually became tamer, domesticated animals, McTavish said. Wild aurochs survived until 1627, when hunting and habitat loss drove the creatures to extinction.

New world cows
On Columbus' second trip to the Americas in 1493, he brought cattle.

To untangle the history of these New World breeds, McTavish and her colleagues analyzed the genetic lineage of three cattle descended from the New World cows: Texas longhorn, Mexican Corriente and Romosinuano cattle from Colombia, and compared them with 55 other cattle breeds. The researchers found that the New World cows evolved from both Indian and European lineages. In addition, historical records suggest that Longhorns underwent natural selection while they were living in semiwild herds for 450 years, or about 80 to 200 generations.

The group hypothesizes that Indian cows made it to East Africa via trade routes, and cows from North Africa may have entered Spain when the Moors conquered the Iberian Peninsula.

Different origins
The findings suggest that New World cows differ from breeds brought by the French and the British, such as Angus and Hereford, which evolved only in Europe, McTavish said.

"All these European breeds have a different evolutionary history than the Spanish breeds brought by Columbus," McTavish said.

Because New World cows were adapted to frequent droughts?and changing food supplies, "these traits could be useful to breeders developing hardier breeds of cattle, especially in the face of climate change," McTavish said.

RolePlayGateway?

Im looking to start a Medieval/Fantasy role-play that will follow the exploits of a small group of around 5-8 people. They will be brought together for various personal agendas but share a overall goal. This wont be a dungeon crawl or free form rp, but more of an interactive narrative with the role-players writing the story. I know plenty of people do this, so I know that plenty of you can easily pull off this type of rp with little effort.

Things I Want To See
1. Since our cast will more than likely be small i want to see very well fleshed out characters. Think of habits and mannerisms, anything that will make your character truly one of a kind. The main problem that i have seen about characters is the lack of flaws. People tend to make their characters powerful and accomplished to begin with. While its fine to do this it doesn't leave any room for character growth, and no one wants to see a character that stays the same through the whole story. The key way to avoid this is not making young inexperienced characters, but to give your character flaws. Maybe they have insomnia and cant sleep because their dreams are plagued by sights from their past, or maybe they are a mage that is slowly losing their power. Its your choice, just dont make hugo-naught characters.

2. I want to see some powerful emotion within the group, and not the normal "Im a Knight and your a Rouge I hate you." sort of emotion, but true blue feelings. I wanna see conflicting interests and jealously, the group being divided at times and unsure of how to progress. Start a love triangle that pitts two people against each other and forces the one being fought over to choose one or neither. Maybe your character has a hidden agenda at the beginning but slowly begins to care for his companions. Dont treat this like a game but as if it were real, in reality how would you act or feel if it happened to you.

3. I would like to see some good character development as well. People change, and so should our characters. They make and loss friends, fall in and out of love, or change who they are altogether. Your character should at his/her core be mortal and as a mortal they will never be perfect. When your character is tested they dont always have to persevere, maybe they break under the pressure and they doubt who they are. Force them to re-evaluate who they are, giving them a mental dilemma that can make them stronger or change them. You should never be the same at the end as you were in the beginning.


Setting
It took me a while to decide on the setting but i finally managed to come up with one that offered a good starting foundation but also flexibility for the role-play.

The rp will take place in the Kingdom of Renaria which was once great and prosperous, but is now on a political and economical decline. To maintain its alliances and keep itself from a depression Renaria has sold its border territories and has offered fiefs to foreign dignitaries. Due to this many of its own noble houses have succumbed to poverty and hold a grudge towards the royalty. Also due to the lack of gold in the coffers Renaria has disbanded its standing military and reduced the number of guards in its cities. Because of the lack of protection and military presence most towns and wealthy citizens have turned to hiring private security forces and mercenaries.

Renaria was also a prime advocate of peaceful relations between Human, Elf, and Dwarf society. Because of this many cities grew a large population of Non-Human citizens, as well as pure Elf or Dwarf settlements. However without the presence of the military to deter those that would do them harm, many that detest the Non-Human have spoken out against them, sometimes leading to violent riots.

A mobile?ecosystem?includes your wireless services company,?hardware, apps and data. But, it also needs to integrate with your ?home and office systems. The Internet ties them all together.?

If you use mobile technology for work, your employer's ecosystem will overlap yours. This can make it more difficult to decide what technology to use.

A practical mobile ecosystem will cost as little as possible, and will integrate well, into your personal and professional life. How can you make practical choices for mobile technology?

Apple, Windows or Android?

It is no surprise that Apple Mac users use iPhones and iPads. That's the logical choice for them, because they know the devices will work together seamlessly. Apple's desktop and mobile applications share data easily and have a common look and feel.?

iPhones and iPads integrate well with Windows desktop systems also. iTunes, the most popular Apple app, is available for Windows and email is easily?synchronized Microsoft Exchange, Hotmail and Gmail.

Microsoft Windows phone and tablet users can have seamless integration with their desktop technology too. Microsoft apps are available for Windows desktops, phones and tablets.?Microsoft plans to bolster their nascent mobile technology using ease of integration with their business systems. Many businesses may prefer to deploy mobile applications using Microsoft because they already have management systems in place.

Android is Google's open source, mobile operating system, and it has?captured nearly three fourths of the global mobile market.?

Samsung, LG, Asus and HTC are mobile?hardware companies using Android.?Many think Google will soon be a major, mobile hardware supplier too, ?especially since their purchase of Motorola. The Motorola Droid Razr Maxx HD is a popular phone now.?

Google's Nexus 4 phone is manufactured ?by LG. Their Nexus 7 mini tablet is manufactured by Asus, and the Nexus 10 tablet is manufactured by Samsung. It will be interesting to see if Google Motorola takes on more manufacturing or, if they continue to partner with other manufacturers. Either way, Android, as a standards based, open platform, can only be good for the consumer!

Will it work with my other stuff?

Email

If you have to pay your own way, you will need to consider if, and how you will connect to your professional systems. This is usually not a problem for email. Most corporate email systems will send and receive email with Apple, Windows and Android systems, but you will probably need some cooperation and information from your employer to connect with them.

You can even get all your email in one application. For example, I use Microsoft Outlook.com on my Android to get email from Gmail, Hotmail and my business accounts in one inbox. I use rules to automatically sort email into different folders. I could do the same with Gmail, but I started with Outlook and it works fine. I can always switch later if need too.

Applications

Applications, or apps, can be either native to the operating system, or web applications that will run on any operating system with a browser. Native apps can be faster and easier to use, but some require?licensing fees.

Not all apps are available for all mobile platforms, but?there is usually an acceptable workaround.?For example, Microsoft announced they would no longer be selling a native iOS (iPhone, iPad) Office app. ~?http://reut.rs/11DnBpG

Workarounds may require creating or editing a document in a different application and converting it, but that usually?isn't?too difficult. You may not need to use your phone or tablet for office applications at all.

Will your personal technology integrate with your professional technology?

For many, professional systems are part of their ecosystem. They need to communicate and collaborate with coworkers. Some businesses provide mobile systems and services to employees. Others may?accommodate?BYOD (Bring Your Own Device) but offer access to fewer apps and data.?

Many decisions require trade offs and compromises. This one is no different. If you are lucky enough for your company to pay a chunk of your mobile expenses, you should consider adapting your personal technology to fit your professional technology requirements.?


If you need to connect to your employer's systems, make sure you understand their policies and requirements first. Some may require you agree to use antivirus software and encrypt company data. Others may require you agree to have your system remotely "wiped" if it is lost.?

How big is the learning curve??

How soon can you be productive with your new mobile platform? Do you have a support system in place? if you have friends or family using the same technology, you will have someone to ask questions. Your employer may also support your systems and may even have a help desk you can use.

Of course, there are great resources for all three platforms on the Internet, and it's not that difficult to learn about a new app or device. ?Just make sure you don't try to learn something completely new, if you need to use it to help you meet a deadline!

Can you afford it?

New devices can be expensive, but monthly fees will be the biggest part of your mobile budget. Fortunately, recent competition has helped to bring some of the costs down. If you are willing to purchase your own phone, or if your contract period is over, you can save a great deal of money by going to a prepaid service plan.?

Most prepaid plans work with the big mobile networks (AT&T, T-Mobile, Verizon and Sprint) If you already have a phone you want to use, you will need to verify its compatibility with the network your prepaid plan uses. For example: Straight Talk and Net10 use AT&T and T-Mobile networks. You can purchase a SIM from a prepaid plan to use in your phone if it is compatible.

Prepaid service plans offer unlimited voice, text and data, and allow you to auto-refill your account so you don't need to worry about a lapse in service. The best thing about them is, there are no contracts. You can switch plans at any time, with no penalty!

Mobile companies offer phones at a steep discount because they get a subsidy from the manufacturer, and they make the money back from higher monthly fees and contract termination penalties. However, many great phones are coming onto the market now that aren't that expensive to begin with. There is a big resurgence in the used iPhone market too.

In fact, you can buy one of the best phones available, the Google Nexus 4, untied to any carrier, for as little as $299. I bought my LG Optimus Extreme at Walmart for $149! It doesn't have the fastest processor, but it runs Android 4.0, has a 5 megapixel camera and a 4 inch screen.

I haven't seen any data only, prepaid plans for tablets yet, but you can add data only plans with other mobile providers. For example: you can add a data only plan on AT&T's family plan for as little as $10/mo/device. Otherwise, data plans from AT&T are $14.95/mo/device.

Savings from a prepaid plan can more than pay for a nice phone. The smallest savings over two years is about $700, but you could save as much as $1400!

MILWAUKEE (WITI) ? Milwaukee County taxpayers have been picking up the insurance tab of hundreds of people who didn?t deserve to have it. It?s a million dollar mistake, and nobody seems to know how long it?s been happening.

?The good news is this is something that`s not going to happen in the future. The bad news is this is something we should have caught a long time ago,? Milwaukee County Executive Chris Abele said.

It wasn?t caught until last year: County employees getting divorced, ex-husbands and wives still getting County health insurance. Children aging out of the system, but still collecting benefits, to the tune of $1.5 million a year.

?We were paying for coverage for over 700 people who are not eligible and by we I mean you, and the taxpayers of the County,? Abele said.

The County paid $100,000 to an outside company just to determine who was getting health care benefits who didn?t deserve them. Going forward there is still a discussion about whether any of that money will be paid back.

?When you do an audit of everyone you`re covering and over 7% of the people you`ve been covering turn out not to be eligible than you`re clearly not paying close enough attention,? Abele said.

?Well I think that there are safeguards in place now. We`re still conducting ongoing reviews and we want to make sure it doesn`t happen again in the future,? Milwaukee County Board Chairman Marina?Dimitrijevic said.

New hires now have to be audited periodically, and the County has adopted a computerized system for tracking birthdays to make sure kids who age out of the system are cut off. The County will still rely on employees to self-report when they get a divorce, but a marriage audit is likely in 2015 to make sure records are current and accurate.

The County says at this point, they don?t think employees were purposefully trying to defraud the system, but they are keeping their legal options open. This is the first time the County has ever done an audit like this. They hope it will discourage fraud and abuse going forward.
